Md. Nurul Islam joined as Controller General of Accounts (CGA) on January 31, 2021. He has wide experience of working in various capacities in the Audit and Accounts Department of Bangladesh. Immediately before joining as CGA, he was working as the Controller General of Defence Finance in the office the Controller General of Defense Finance, Defence Finance Department, Additional Director General (Finance), Office of the Additional Director General (Finance), Senior Finance Controller (Army), Office of the Senior Finance Controller (Army), Dhaka cantonment and Additional Controller General of Accounts, Office of the Controller General of Accounts.
Mr. Islam is a member of the 8th batch of Bangladesh Civil Service (Audit and Accounts Cadre). He joined in the civil service on 20th December, 1989. He had his schooling in 1979 and completed his Higher Secondary education from Notre Dame College, Dhaka in 1981. He completed his Bachelor of Social Science (B.S.S, Honours) in Public Administration in 1984 and M.S.S (Masters) in Public Administration in 1985 from the Social Science faculty of the University of Dhaka.
During the long tenure of his service life he served in many important positions such as Assistant Finance Controller, Deputy Finance Controller, Office of the Finance Controller, Bangladesh Ordnance Factory(BOF), Gazipur, Deputy Finance Controller, Office of the Finance Controller, Army- Pay-1, Dhaka Cantonment, Deputy Director, Office of the Audit Directorate of Postal, Telecommunication and I.C.T ministry, Deputy Director, Office of the Audit Directorate of Works ministry, Local and Revenue Audit Directorate, Chief Accounts Officer (CAO) Ministry of Commerce, Ministry of Civil Aviation and Tourism, Deputy Director, Performance Audit Cell, Office of the Comptroller & Auditor General of Bangladesh, Area Finance Controller, Bogra Cantonment, Director, Office of the Mission Audit Directorate, Additional Deputy Comptroller & Auditor General(Admin), Personnel , Office of the Comptroller & Auditor General Of Bangladesh, Chief Accounts Officer (CAO), Ministry of Education, Additional Financial Adviser and Chief Accounts Officer, Bangladesh Railway, Chittagong, Chief Accounts Officer, Ministry of Home Affairs, Additional Controller General of Accounts(Admin), Office Of Controller General of Accounts, Director General, Office of the Mission Audit Directorate of Ministry of Foreign Affairs and Expatriate Ministry.
During working in the Public Sector Financial Management, Mr. Islam participated in various important local training, seminar and workshop on various fields related to Human Resources Development, Information and Communication Technology, Rural Development, Bangladesh Constitution, Involvement of law in Office Management, Management, Accounting, Auditing and Budgeting, Building Essential Skills in Training (B.E.S.T), Bangladesh Bank, E- filing management, Public Financial Management Framework, Training on Public Procurement Regulations (PPR), Participative Management, Code of Ethics, Compensation Management and Employee Benefit, Personnel Administration, Performance Auditing, Auditing Standards of International Standards of Supreme Audit Institutions (ISSAI) including various important subjects etc. He joined in the seminars and opinion exchange meetings on the improvement of public service delivery and implementation of government rules, regulations, orders and among the Head of Offices, Drawing and Disbursement Officers of various departments held in Dhaka, Rajshahi, Chottogram, Barishal, Mymensing, Rangpur, Khulna, Sylhet divisions and many other districts. He conducted special study on Bangladesh forest department of Ministry of Environment and Forest, performed performance Study on quality of public health services of the Chottogram Medical College Hospital of Ministry of Health and Family Welfare.
He participated in many seminars, workshops on Human Resources Development, Financial Management, Public Accountability and Transparency etc. arranged by World Bank, UNDP, Asian Organization of Supreme Audit Institutions (ASOSAI), International Organization of Supreme Audit Institutions (INTOSAI) and Office of the Comptroller and Auditor General of Bangladesh.
Mr. Islam possesses prudent wisdom with his extensive experience in government service. He participated in international training on evaluation and study of all social service sectors arranged by Comptroller and Auditor General of India, training on Evaluation of Public Procurement, International Training Centre of the ILO (ITCILO),Turin, Italy, training on Value for Money Audit in UK arranged by National Audit office UK, training on Public Sector Financial Management in Malaysia, international seminar on Public Private Partnership in UK arranged by National Audit office UK, Conference of Common Wealth Auditor Generals held in New Zealand, international seminar on Audit Quality, South Korea and study tour on Public Sector Financial Management, Canada.
